Hello everyone, 
I know that according to the lore, the Warrior of Light cannot be a pure-blooded Garlean because Garleans cannot manipulate aether, and Yoshi-P's team has kept this consistency throughout the story, adding a playable Garlean race would cause too man lore and development issues.
However, many players in the community love Roleplay (RP) and enjoy writing their own character backstories, including Garlean-themed characters, to satisfy both lore purists and Garlean fans, I would like to propose an alternative: adding the Third Eye to the Online Store (or as an in-game fashion accessory).
This would be a perfect compromise! It gives RP players the cosmetic freedom they want without breaking the game's official lore or requiring a brand-new playable race!
